Through this award, we not only honor the remarkable journeys of our participants from the Youth, Adult, and Dislocated Worker WIOA programs but also highlight the profound impact their success stories have on our community.

Rosa Espinoza

Rosa EspinozaRosa’s Inspiring Journey

Rosa Espinoza had a powerful vision: to become a nurse and make a difference in her community. But like many adult learners, she faced overwhelming barriers — balancing family life, the intensity of nursing school, and financial instability. To succeed, she had to make a tough decision: quit the job she loved to fully commit to her education.

That’s when she connected with the WIOA program and her dedicated case manager, Jocelyn Silva. Through this support, Rosa received vital help — from books and school supplies to a tablet for studying on the go. Transportation reimbursements made it possible for her to complete clinicals without added stress. Most importantly, she gained a consistent support system that stayed with her even after graduation.

Rosa completed the Associate Nursing Program at Cabrillo College with hard work and the right resources behind her. Her journey is one of resilience, purpose, and the belief that with the right help, anything is possible.

WIOA’s Impact

WIOA played a critical role in Rosa’s success. Through educational funding, technology access, transportation assistance, and wraparound services, WIOA helped remove the barriers that once stood between Rosa and her dream.

Today, she’s a proud nursing graduate, an advocate for other students, and a voice of encouragement in her field. Rosa continues to recommend WIOA to fellow nursing students and hopes to one day work globally as a nurse practitioner, serving not only her family but also her community and the world.

Adriana ReyesAdriana’s Inspiring Journey

Adriana Reyes faced a common but daunting roadblock: wanting to start her career without prior work experience. With dreams of becoming a registered nurse, she struggled to find a job and lacked the confidence and tools to begin her journey. That all changed when she joined the WIOA-funded Suenos Program.

With support from her mentor, Josh Lewis, Adriana gained job readiness skills and a sense of purpose. She showed up every day, built her resume, improved her social skills, and found the confidence to take her future seriously. Adriana completed her work experience while attending college — a milestone that marked one of her proudest achievements and set her firmly on the path toward her healthcare career.

Adriana’s journey is a powerful example of how WIOA and the Suenos Program transform lives. Through tailored workshops, mentorship, and real-world work experience, the program gave Adriana the tools, support, and encouragement she needed to succeed — personally and professionally.

Starting as a Suenos intern at the Community Action Board, Jazper’s dedication and natural leadership quickly made him an invaluable part of the team. Today, he’s a program specialist, creating a welcoming and supportive space for youth and families. With his friendly approach, Jazper connects with the youth as a peer mentor, guiding them through meaningful experiences and helping them feel at home.

WIOA’s Impact

Through the Suenos program and Community Action Board, Jazper found a fulfilling role and built the confidence and trust needed to make a lasting difference in his community. “I’m able to help, connect, and just be there,” Jazper shares, embodying the Suenos program’s mission to empower youth.
